These backgrounds were crafted for Velnaris, a gothic noir city where shadows whisper secrets and desire is both currency and curse. Noble houses wage silent wars through scandal and seduction. But you don't need the Velnaris setting to use these backgrounds. They work equally well in any urban campaign where power, secrets, and survival intertwine—from Waterdeep to Sharn to your own homebrew metropolis.
